Due to our stellar past performance creating and delivering large scale IT and training solutions, APV has expereinced great growth and expects steep growth and to manage increased work load we are seeking hightly exprienced person to manage and lead contracts and Finance.

Title:  Director, Financial and Contract Management (DFCM)

Reports to:  President and CTO

Role:  The Director, Finance and Contracts Manager (DFCM) serves as the primary business operations expert for APV, directing and supervising all corporate finance and contract management functions to ensure that:

  • APV achieves all financial goals established by the President (e.g., profitability)
  • All APV contracts, subcontracts and purchasing agreements are consistent with APV business objectives, are sound business instruments, and comply with all relevant government contracting laws, regulations, and policies.

The DCFM supervises several staff from accounting, contract and finance personnel

The DCFM works collaboratively with CTO, Director of Operations and PMs.

Specific Duties and Responsibilities – the DFCM directs and supervises the following APV corporate functions:

Financial Management

  • Supervise APV Accounting operations, ensuring APV meets all government contractor (GovCon) financial management policies as well as generally accepted accounting principles (e.g., competent financial controls and accounting procedures)
  • Supervise APV customer invoicing operations, ensuring all APV invoices are accurate, issued timely, and comply with all terms and conditions of the customer contracts
  • Supervise APV payment operations, including payroll
  • Make recommendations for APV executive team consideration on financial and business operations matters with the objective of improving APV’s ability to compete for both new business and the high-performing talent necessary to successfully fulfill APV contracts (i.e., how to increase revenue and reduce costs)
  • Develop and maintain monthly the annual corporate financial/operating plan (including projected revenue models, operating plans for each APV contract, and budgets for all corporate overhead and general administration functions)
  • Manage and report monthly on the contract backlog
  • Develop (in concert with Recruiting) market competitive salary bands
  • Develop and update as requested by the President the overall APV bid pricing strategy
  • Develop contract-specific bid pricing strategies
  • Develop contract labor category rates consistent with APV pricing strategy
  • Lead – in collaboration with other APV managers – the firm’s corporate risk management program
  • Coordinate and manage the annual financial audit
  • Assist APV owners to prepare and produce all annual financial reports required by external parties (e.g., corporate taxes, SBA annual report, etc.)

Contract Management

  • Review of all Requests for Proposal to identify business risk or potential compliance issues
  • Develop of APV business volumes (pricing, terms and conditions, corporate representations, etc. for all bid opportunities).
  • Negotiate all APV subcontracts where APV is the prime contractor
  • Negotiate all APV subcontracts where APV is a subcontractor to another firm
  • Administer all awarded contracts and subcontracts, ensuring all APV fulfills all contact terms and conditions (e.g., reporting, invoicing, policy compliance, close-out, etc.)
  • Negotiate all purchases orders and consulting contracts with APV suppliers/subcontractors
  • Maintain all contract files and records in accordance with APV standard operating procedures and all relevant Government contract policy
  • Prepare all required GovCon reports (e.g., GSA GWAC and FSS reports)
  • Ensure all GovCon Contract Administration Fees are calculated accurately and paid timely
  • Prepare/produce Contract management metrics and report such metrics to the APV Executive Team

Performance Metrics:

  • APV meets annual financial performance and business growth goals (typically expressed in terms of gross revenue, net revenue, and sales)
  • All APV corporate overhead and general administration functions are managed within the approved annual operating budget
  • APV passes all audits conducted by external parties
  • APV achieves 100% compliance for finance and contract administration requirements on awarded/active contracts
  • APV CPARS scores meet stated annual goals
  • All APV proposals are deemed by the customers to be fully compliant with customer RFP requirements
  • All APV proposals are determined by customers to be “competitive”

Position Requirements:

  • Bachelor's Degree in Accounting, Finance, or related field; MBA preferred
  • Professional accounting designation (CA, CMA or CPA)
  • Certified Federal Contracts Manager Certification (CFCM) required
  • Project Management Professional (PMP) certification preferred
  • Formal training in federal contract proposal development and management (e.g., Shipley or comparable) preferred
  • 10+ years’ experience in a senior financial management position with one or more successful government contractors; 5+ years’ experience in a government contracts management role
  • Advanced computer skills, including proven expertise in the use of MS Office Excel, GovCon approved accounting systems, and GovCon payroll systems.
  • Experience with ANSI compliant Earned Value Management systems preferred
  • Experience with approved GovCon cost estimating systems preferred
  • Experience with approved GovCon purchasing systems preferred
  • Demonstrated Exceptional communication and negotiation skills
  • Demonstrated data analysis and strategic planning experience
  • Demonstrated supervisory experience
